Officers said there had previously been contact between police and the suspect, who has not been named.
The police watchdog, the IPCC, has been informed.
Police have cordoned off the house while forensic investigators scour the scene.
A post-mortem examination will take place in due course to establish exactly how the victims died,West Midlands Police said. They are not looking for anyone else in connection with the incident.
Superintendent Andy Shipman said: "Today's awful murders will of course send shock waves through the community. My thoughts are with the family of those involved.
"Local officers will be highly visible in the area throughout tonight and into the coming week, speaking to residents and reassuring local people. If you have any information that you think may be of value to this inquiry, please approach these officers and share that with them.
"I want to reassure the community that a man has been arrested and we believe there is no ongoing threat to the public."
Police were called to the scene after neighbours on Chells Grove became concerned about the safety of those inside.
A West Midlands Police spokesman said a serious case review and a domestic homicide review are likely to be carried out, while officers said they voluntarily informed the IPCC "due to previous contact between police and the person in custody".
Superintendent Jo Chilton said: "This is a terrible crime and my thoughts are with the family of the victims who have been left devastated by today's events.
"We have a man in custody and are not looking for anyone else, but I am keen to speak to any witnesses or anyone who may have seen anything which could assist our investigation."
