City forced to drain 38m gallons of water after second man urinates in reservoir

Portland, Oregon is flushing 38 million gallons of drinking water down the drain because a 19-year-old man urinated in an open reservoir.

CCTV footage shows the man urinating in the reservoir, resulting in the need to drain over 38 million gallons of water.

The reservoir has to be drained in 2011 for the same reason - that time by a 21-year-old male.

The operation cost the state's taxpayers $36,000 and required eight million gallons of water to be drained.

Joshua Seater, 21, apologised publicly for the 2011 incident, adding: "It was a stupid thing to do. I didn't know it was a water supply, I thought it was a sewage plant.

"I wouldn't mind paying for it but I don't have a job right now. I'm willing to do community service to clean up the place because I feel bad and feel pretty stupid." Sergeant Pete Simpson, of Portland Police, said: "It's really an unfortunate incident that probably could have been avoided if he had just chosen a bush."
