Irish Foreign Affairs Minister Simon Coveney has accused Russian forces of showing an “utter disregard” for international humanitarian law and the protection of civilians. He made the comments as he told the UN Security Council about the horrors he witnessed during a recent visit to the Ukrainian town of Bucha.
