Gardai were called to the scene after a woman refused to move from the Luas tracks in Dublin city centre.
The incident happened at 3pm on Friday evening on Abbey Street.
The woman walked in front of the Luas for approximately four minutes.
The Luas can be seen coming to a halt as the woman stops at red lights.
Gardai were called to arrest the woman after the Luas driver called his radio for help.
Passers-by are seen trying to communicate with the woman to try and move her from the tracks.
One witness told Independent.ie that the incident was "shocking".
"I can't believe that someone would do something that shocking. She was wasting garda time by her reckless actions."
