An Bord Pleanála held a hearing on Tuesday by Teams into plans to aquire land for the Delganyto Blacklion Cycleway and road.
The council intends to acquire about 20 small pieces of land, mostly at the end of gardens.
Nine householders objected, mostly due to wanting better boundaries to protect their privacy.
“This road connects five large schools and is narrow and dangerous to cycle along,” said Cllr derek Mithcell.
"When built it will provide four-metre-wide cycle and footpaths on either side of a six-metre road. This will be much safer and it should encourage children to walk and cycle to school.
"I have pressed for this for over 10 years, in order to reduce car use, and I am glad to see progress.”
The Inspector will produce a report following the hearing and.
At a later date, the bord will decide whether to confirm the CPO allowing the council to complete design of the road.
If confirmed, construction could potentially start next summer. “Providing there are no court cases,” said Cllr Mitchell.
