Brogan, the 2010 Footballer of the Year and three-time All Star, has been confined to one truncated appearance in this year's championship before hamstring trouble flared against Laois last month.
He sat out the semi-final against Wexford when Andrews was also an 11th hour withdrawal with a wrist injury.
But now both players have been recalled at the expense of Paul Mannion and Dean Rock while Cormac Costello, despite his stunning 1-5 haul off the bench against Wexford, is again left waiting for his first championship start. Eoghan O'Gara is likewise held in reserve.
