We need to get real over VRT

I cannot understand all the furore over the enforcement of commercial vehicle restrictions under the present VRT operating categories.

The last I heard, making a declaration is a legally binding act.

Using a vehicle other than for the purpose for which it is intended is an offence. That is clearly stated on the form. Most people abide by this law, but some claim exemption for reasons best known to themselves. A commercial vehicle is what it is intended to be and declared for by the owner. If he/she is a law-abiding citizen, then that is what the vehicle is used for.
