Talking shops

• The Seanad should be set up as a 26-member, nationally elected, permanent integrity commission, with rights similar to the American senate committees and the ability to remove TDs' and civil servants' benefits if serious incompetence or corruption (one is often disguised as the other) is the most probable explanation.

Members would not be allowed to be members of any political party for 10 years. There would be no lawyers, no tribunals, no extra costs.

Criminal behaviour and perjury would be referred to the courts.
