Reduce VAT to offset looming charges

IN the 1950s and 60s, the government brought in a tax (VAT) to cover general services such as water supply, waste collection and public lighting.

Household rates were abolished for this new tax, which was seen as a fairer way for everyone to contribute.

At the time of introduction, there were street demonstrations against this tax as people thought they were already paying for these services through income tax.
