'Paying tribute' is not a good enough excuse

If we accept Taoiseach Enda Kenny's explanation that he was only 'paying tribute' to US President Barack Obama when delivering his speech in College Green, parts of which were virtually identical to one previously given by Mr Obama, then we have to be far more forgiving towards all those students who have failed their exams through accusations of plagiarism.

Would any examiner accept an explanation of 'I was paying tribute' without acknowledging the source?

Webster's Dictionary defines plagiarism as "the appropriating and putting forth as one's own the ideas, language or designs of another".
