No forgiveness unless abusers make amends

WITH regard to the Government's proposal to force priests to report cases of abuse as revealed in the confessional, I wish to shift the focus for a minute.

How can a priest give "absolution" to a person if he or she has no intention of making the situation right?

For example, when one of my children hits or yells at the other one, I do not absolve them of blame. I insist that they reconcile with each other.
