Left talking shop over the Constitution

Michael D Higgins, launching his presidential campaign, described the Constitutional Convention as "an important vehicle for active citizenship".

Is the convention to act as a Citizen Assembly like in Canada and put its amendment proposals directly to Irish citizens in a referendum as Labour promised? If not, as Fine Gael has indicated, the Constitutional Convention will be nothing more than a talking shop with the sole mandate of reporting back to the Government.
