Lay off Merkel

•C S Bennet complains about German Chancellor Angela Merkel and French President Nicolas Sarkozy issuing "a series of sweeping proposals" in relation to the running of the EU (Letters, August 23).

Are both Merkel and Sarkozy not the elected heads of their respective countries? Are they not entitled to make proposals?

Have not these proposals to be discussed with the 25 other members of the EU before anything is agreed? They consequently do not amount to a "decree" as is alleged by CS Bennet.
