False dawn

• Alleluia! A breakthrough. Environment Minister Phil Hogan is reported in the news as saying that in requesting proof of the household charge having been paid before grants are processed, councils are only doing "what any normal business would do".

I presume following on from this enlightenment that the very same councils and other public service bodies will immediately proceed to sack underperforming employees and impose an effective pay cut on the remaining workforce so they can operate within their means.

Oh, wait -- Public Expenditure Minister Brendan Howlin's expense reform is the next item on the news.

It seems the Government will not be able to revise the allowances payable to the public services after all, as promised.
