The constant prerogative of power, they say, is to make someone wait. But like all Government prerogatives, it is open to abuse, and a delay of 18 months to set up a regulator to monitor waste charges is completely unacceptable.

The official capacity to kick cans down the road suggests that there will hardly be enough recycling plants in the country to deal with the number of them. Procrastinating on the issue is only playing into the hands of those hoping to fan the flames of public anger on the bin charges issue.

The concern is that the hiatus will open up a free-for-all when it comes to paying. Given that the changes come into place in September, the lengthy delay in setting up a regulator is absurd.
