There's a celebrated episode of the political parody, 'Yes Minister', where a hospital runs perfectly efficiently because it has no patients.

The script sprang to mind yesterday when it emerged a state-of-the-art operating theatre at Crumlin Children's Hospital is often lying idle.

Except this is no comedy.
