Editorial: More than two billion reasons why the HSE needs to get tough

A week is a long time in politics - and a year is far too long when it comes to government-funded agencies supplying an annual compliance statement.

This year the HSE will spend €2.44bn on a myriad of 'Section 38' agencies to provide the bulk of health and social services on its behalf, primarily in the acute hospital and disability sector.

Since 2009 each of these agencies has been required to enter into a formal 'service arrangement' with the HSE.
