Children being used as pawns in funding bids
All too often in our dark social history, children have been relegated to second place as power games played out between various adult interests.
Today, this newspaper reports on the extraordinary practice sometimes dubbed "diagnosis for dollars" in the USA. In essence, we find some children here are being unnecessarily labelled with emotional and behavioural conditions in efforts to secure more educational staff and funds.
This is an extraordinary admission by the head of the National Council for Special Education, who disapproves of the practice.
