How a weekend of text messages about the possibility of Level 5 lockdown sent public and political circles into a panicked frenzy

Around lunch time on this day last week, Health Minister Stephen Donnelly's phone pinged. It was a text message from chief medical officer Tony Holohan to say he had organised a National Public Health Emergency Team (Nphet) meeting for the following day to discuss the rise in new Covid-19 cases.

Donnelly did not pick up the phone to Holohan, who was returning to work that coming Monday after a three-month absence. The Health Minister also didn't call Taoiseach Micheál Martin - instead he sent him a text message letting him know about the Nphet meeting.
