Nóirín O'Sullivan has set the tone for her tenure as the first woman to lead the Gardaí. For someone who has already made her mark on history by smashing the glass ceiling of a male-dominated world, it is therefore apt that she be the author of the most wide-ranging reform programme introduced since the force's inception.

"Strategic Transformation Office" and "Risk Compliance and Continuous Improvement Offices" are leaving the ordinary law-abiding citizens a little perplexed as to what she means.
