The internal weaknesses in the control of the nest eggs of long-stay residents in HSE-run nursing homes, psychiatric hospitals and disability centres raise concern about the risk of fraud.

Although collectively the sum is a tidy €129.4m, the individual funds are modest.

Even so, having one member of staff carrying out all the financial transactions, which mostly involve managing the State pension or social welfare allowance, is poor practice.
