IT may be a new year, but it is still the same old story. Inaction on flooding, a slew of broken promises to the homeless, and then there's the perennial trolley crisis.
And so we'll have to wait until after the election for a dedicated single minister for flooding. The emergency departments in hospitals seem as bedevilled as ever with 500 patients on trolleys. How can this be?
Remember Professor Edwards Deming's quotation: "If you can't measure it, you can't manage it." Or, if you prefer, there's also McKinsey's maxim: "What you can measure, you can manage."
