The Taoiseach last week called on everyone to rally to the cause. No more nasal congestion jokes, right? Here, in an effort to pull national morale from the gutter into which Mr Cowen casually tossed it, is the Budget Speech that Finance Minister Brian Lenihan ought to make when he stands up in the Dail on December 7.
