Delayed action budget has cruel cuts at home

NO doubt Finance Minister Michael Noonan and the Department of Finance mandarins will have been rubbing their hands in glee at their latest trick.

And we can now expect the wheeze to be repeated every year.

The trick in question? It's to announce measures in the Budget -- but stagger their introduction... especially until New Year's Day, when most people are still in holiday mode, dealing with a hangover, and hard news is down the agenda.
