Next stage of Dail reform should focus on the Budget

THERE must be grave doubts as to whether it matters very much whether the Seanad is abolished or preserved, but the debate on the matter has been illuminating.

The clearest light has been shone on the almost total lack of belief in the ability – even the desire – of the political establishment to change the way things are done.

The argument on the No side has been that keeping the Seanad will force government to reform both the upper house and the overall parliamentary system.
