Why Quinn is wrong to discourage cash for applications

Sometimes I wonder if Ruairi Quinn knows what he's doing.

Okay, he's a good orator, always looks like he takes his job deadly seriously and, unlike his predecessor, he's more likely to confiscate a pupil's laptop and sell it on eBay – to reduce the national debt – than make the ridiculous announcement that he's going to provide every schoolkid in the State with one for free.

What bothers me is the issue of discouraging schools from taking cash for applications when that money could go toward paying the absurdly high heating and electricity costs in this country.
