Michael Brennan: Vague rules exposed in shoddy system
THE system for TDs' expenses was brought in two years ago -- and they only got it half right.
It was shepherded into being by the late Finance Minister Brian Lenihan, who was struggling with a banking crisis, a public finances crisis and his own brave battle against cancer. And he had a near impossible task of trying to serve two masters.
The public wanted a transparent system which would put an end to the expenses gravy train. But TDs in Leinster House wanted to preserve at least some of the benefits and to minimise the paperwork.
