Merkel's proposal must be refused

The German chancellor, Angela Merkel, notorious for last-minute policy changes and U-turns, surprised European politicians yet again last night with an offer to Ireland and Greece that seemed impossible only 48 hours ago.

Unfortunately for Taoiseach Enda Kenny, it is an offer he may have to refuse.

Merkel told the German parliament -- in private session -- that she was prepared to back a lower interest rate for Ireland, but only if Ireland agreed to changes in the vital area of corporation tax.
