Like many problems in Irish politics, when it comes to the failure to meet gender quotas nobody is to blame.
The politicians will say not enough women are applying for roles, while women's organisations will argue the barriers are still too high.
Of course they are both right and therefore the finger can't be pointed definitively at either side, and everybody agrees to 'tut tut' and move on without actually finding a solution.
