Katherine Donnelly: Crucial checks should have been in place from day one

THE goods news is that SUSI appears to be taking some sensible steps to ensure that there is not a repeat of this year.

The wonder is that the changes being put in place for the second year of its operation were not there to begin with.

The idea was that SUSI would roll out gradually and smoothly. A centralised, online body, with 65 staff, took over the work carried out by 170 staff across 66 grant-awarding bodies – 33 VEC and 33 local authorities.
