Let's be fair. Michael Noonan and Brendan Howlin do have something with which to justify their beaming smiles. They have completed a successful bailout programme.

But how do we, or the EU-ECB-IMF troika, or Chancellor Angela Merkel, judge success?

And are the troika as satisfied as they seem?
