Haass's subtle angle of vision on sovereignty

There was much justifiable disappointment this week at the failure of the Haass conclave in Northern Ireland to reach agreement on contentious parades, public symbols and future commemorative endeavours.

Richard Haass published his own thoughts though on his preferred synthesis, and in so doing has done everybody a good turn.

The Haass paper runs to some 40 pages, and it makes for absorbing reading.
