However shaky the guarantees about pay and job losses, they may prove better than none at all
THEIR best may just not be good enough. The generals of the union army last week brokered a deal that was as good as they felt they could get for the foot soldiers of the public service.
But their mutinous next-in-command are already breaking rank over their proposed trade-off with the Government, before the troops even get a look in.
