THE failure of 11 agencies to even reply to a letter telling them to confirm they are no longer paying unsanctioned allowances to managers is difficult to fathom.

While 33 responded to the letter, several are asking for more time to look at the legal and contractual issues of scrapping these unapproved perks, which may yet be difficult to jettison.

What is clear from the HSE's new internal audit, ordered by its former chief executive Cathal Magee, is that there was a lack of will, bordering on indifference, to sort out these top-ups to hospital, disability service and other well-paid managers for many years.
