IT'S inevitable that large tracts of the HSE's National Service Plan, outlining its spending and cuts in 2014, will be a work of fiction.
When it comes to budget targets, figures are highly unreliable. As the years of successive financial cuts to the health service go by these are becoming more fickle with most of the obvious fat long trimmed.
Much of it now is guesswork. It means the real level of pain for the public next year could be even more severe than that outlined today. If savings targets are not met in one area the funds will have to be found elsewhere.
