'Culture' would seem to be the scapegoat, rather than real blame being assigned
Apparently it's all about culture. The problems in An Garda Síochána are not about Nóirín O'Sullivan or Frances Fitzgerald, but about the culture.
The Government is going to hire somebody to carry out a 'root-and-branch review' of the culture to find out what's wrong and how it can be fixed.
But what does 'culture' even mean? Well, conveniently, a report written in late 2015 has investigated that question.
