Challenge process may be Achilles heel

THE Revenue has put enormous effort into making the property tax collection system resistant to every form of attack.

It has powers to enter houses to check house values, to take money out of people's bank accounts if they refuse to pay and to claw back property tax underpayments after people are dead.

But the appeals system – which has been set up in the hope that almost nobody is going to use it – could turn out to be their Achilles heel.
