AS a councillor who refuses to claim conference expenses, I have continuously called for a crackdown on the system since 2002.

I initially made the call after several members of Cork City Council exceeded the maximum allowance, despite a cap of €4,700 per councillor being set by former Environment Minister John Gormley.

This was a weak reform and councillors have been able to manipulate the interpretation of guidelines.
