I'm looking to buy a pick-up for private and personal use as the towing and storage space suits my hobby needs better than a van on my regular days too. What is the cheapest method to tax this car? I've been told as a PAYE worker my local county tax offices are extremely strict on commercial tax designation.

You'll hate hearing this but if you want a pick-up for private and personal use, then you must tax it as such. It's a matter of tax compliance, plain and simple.

If you tax it as commercial and use it for private, you could be in trouble. Let me repeat that: you could be in trouble.
