Oireachtas rules on this issue are clear

• A member must certify that the amount payable was applied in respect of expenses incurred on travelling to and from Leinster House from their normal place of residence, on overnight or travel expenses that the member was obliged to incur in the performance of his or her duties as a member of the Oireachtas.

Oireachtas (Allowances and Facilities) Regulations 2010

• Under the regulations, members can only use the allowance for their travel and accommodation costs as public representatives (ie as deputy or senator) and certify that they incurred the costs for the purposes as outlined in the regulations. There is also a facility in place whereby members can return any underspend on funds.
