Free GP care by 2016:

"We have not yet decided how it will be paid for."

Universal healthcare insurance for hospitals:

"The reality is, it will take two terms to achieve."

A&E trolleys:

"I have not come to determine what is an unacceptable limit for people on trolleys. We will never see the likes of the figures we saw in January again."

Medical card prescription charge:

"I have no deadline, but intend to get rid of it."

Waiting lists:

"I have undertaken to have it under control in three years."

Children's hospital:

"Premature to say who will carry out review."

New quangos:

"The Patient Safety Authority will not be a quango -- it will be an agency you can go to and know it is on your side with a problem or difficulty."

"Will be examined by an all-party committee in a cool, calm fashion."
