Educate Together has expressed concern that Catholic bishops will have the final say in the transfer of any of their schools to a different patron.

The non-denominational education body was responding to the announcement that surveys have started in 16 areas to see whether parents of pre-school children want one of their local Catholic schools to switch patronage.

It represents the latest attempt by the Department of Education to reduce the dominance of the Catholic Church in primary education, where it controls 90pc of schools in Ireland.

Educate Together CEO Paul Rowe welcomed the fact that the Department was working to provide more diversity within the system, but he questioned the role given to education and training boards (ETBs) in overseeing the process.
