Dublin Airport will offer incentives for bus and coach companies to provide 24-hour services as part of a new bussing tender process.
The aim is to make it easier for travellers and staff to get to the airport ahead of the busiest 4.30am to 6.30am check-in, which buses serve badly.
DAA, which operates the airport, will cut charges for bus companies - in come cases to zero - to encourage operators to create new overnight routes and services.
The plan particularly targets increased bus connections for travellers in Kildare, Meath, Wexford and Limerick, as well as for the approximately 17,000 workers based at the airport.
Barely a third of travellers currently use buses to get to and from Dublin Airport. Traffic to the airport is highest in the early hours least served by existing services.
"We want to significantly expand the bussing options for passengers who need to get to the airport for our busiest check-in times, which are between 4.30am and 6.30am every day," said DAA managing director Vincent Harrison. "We will do this by providing generous incentives for all bus services operating from 11.30pm until just before 6am."
The tender terms include potential hefty discounts for bus operators, which currently must pay €5 per departure from premium stops nearest Terminals 1 and 2 and €3 from other stops. Mr Harrison says companies providing new services on neglected routes could see these fees reduced or waived and receive discounted or free advertising at Dublin Airport.
The plans follow a National Transport Authority announcement that Dublin Bus intends later this year to launch its first round-the-clock connection via Route 41.
