Dangerous boy (17) must be housed outside State

A 17-year-old described as a risk to the community, and particularly to women, should be placed in secure accommodation outside the State because placements in similar accommodation here failed, the High Court has been told.

The youth had to be placed in foster care due to violence and drug/alcohol abuse in his own home.

This placement was not successful and the youth is now living at a non-secure facility in Dublin which he "treats as a hostel".

He is in a sexual relationship with a much older woman, who is the mother of a woman he had previously been in a relationship with, according to Shane Costello SC.

There were also concerns about his hypersexual behaviour and about text and imagery messaging he engages in.

Mr Justice Charles Meenan, who granted Mr Costelloe the leave order sought, said the case could come back next week because of its urgency.
