It is tempting to have a pop at the National Development Plan which aims to build €164bn worth of infrastructure at a cost of… what exactly? Or put another way, if we spend €164bn, how many of the things in the plan would we actually get?

Given the poor track record on cost overruns and delay (on some but not all public projects) you have to wonder what the final bill will actually be.
