Education is the key to improving the safety record on Irish farms, Macra na Feirme national president Michael Gowing has claimed.
Twenty-five people died on Irish farms last year, one of the worst years on record.
Mr Gowing said changing farmers' attitudes via education, promotion and working with them to address farm safety issues had to be key.
"There needs to be a balance between enforcement and promotion. Macra, for example, has pioneered the inclusion of health and safety advice on farm walks where inspectors give advice on how to incorporate health and safety measures on farm," he said.
