Coveney makes cap progress

In the CAP deal from last week Farm Minister Simon Coveney seems to have made progress on the reference year, on coupled payments, on greening and on a measure of protection for the more active farmers.

Choosing 2012 as the reference year would represent a breakthrough. The 7pc allowed for recoupling would deliver up to €90m a year for suckler cow and ewe payments.

In addition, a decent reserve needs to be kept for new entrants and for farmers who lost out last time around because they farmed heifers or sold their weanlings with premiums attached.
