Yusuf Sawar and Mohammed Ahmed, both 21, from Handsworth, Birmingham, have tonight been charged with planning and travelling to Syria for terrorism, West Midlands police said.
The man was arrested by officers from West Midlands Police's Counter Terrorism Unit, the force said.
On Monday, two 21-year-old men from Birmingham were detained at Heathrow Airport after arriving back in the UK on a flight from Turkey.
Detectives believe the men, from the Handsworth area, travelled to Syria in May last year.
In a statement confirming the arrests earlier this week, the West Midlands force urged anyone thinking of travelling to Syria to heed warnings issued by the Foreign and Commonwealth Office.
