Emergency services were called to the scene in Kent, England yesterday evening and a police helicopter circled overhead as two 16-year-olds and an 18-year-old man were arrested.

"An 18-year-old man and two 16-year-old boys have been arrested in connection with the incident and remain in custody. The National Police Air Service helicopter was used to help locate one of the suspects.'
One woman living in the area told Kent Live: 'If we had heard anything we definitely would have gone down with the dogs to see what was happening. I've asked the council for lights at this end but there needs to be three major incidents in the area before they will do anything.
"There were a few cases of people falling in the sea down here over the summer. It can be a dangerous place."
