Nine points from PJ Scully saw Laois make it two wins from two in perfect conditions in Heywood's all-weather pitch.
Laois got off to a better start with early points from Eoghan Fennelly and Scully but UCD punished the O'Moore county for their slow distribution of the ball and surged into a three-point lead after 15 minutes through Oisin O'Rourke (4) and James Maher.
Laois began to take command of midfield and Scully brought the sides level before they went ahead with a point from Colm Stapleton.
The momentum was with them and good teamwork resulted in Eoghan Fennelly firing the ball into the top of the UCD net.
UCD, though rallied and points by O'Rourke (3) and Cian McGabhann left the sides level 0-11 to 1-8 at the break.
It was tit for tat in the opening 20 minutes of the second half with Laois points from Matthew Whelan, Collier, Mullaney and Scully (2) while O'Rourke's free-taking kept UCD in contention.
Laois' experience came to the fore late on, though. The young UCD side struggled to combat their intelligent, direct style as three points by man of the match Scully sealed the deal.
Laois meet Dublin in the next round while UCD play Antrim.
